Vance also said that the main point of contention is Iran's refusal to give up its nuclear program.

A spokesman for Iran's Foreign Ministry explained that an understanding had been reached on several issues, but disagreements remained on two or three important topics.

He stressed that diplomacy is not over and that contacts with Pakistan and other countries in the region will continue.
